India Advances, America Retreats: Hydrogen’s Diverging Paths

In late 2025, two hydrogen stories moved in opposite directions. In California, activity around the Alliance for Renewable Clean Hydrogen Energy Systems (ARCHES) slowed abruptly after federal funding earmarked for the hub was withdrawn. Across the world, India was doing the opposite, doubling down on green hydrogen with long-term missions, budgets, and industrial ambitions that signalled patience over speed.

That contrast defined hydrogen discourse in Q4. Energy Considered’s tracking shows hydrogen mentioned 857 times this quarter by its 5,000-strong Key Opinion Leader (KOL) community. While the volume signals continued relevance, the geography reveals divergence. Most discussion came from consulting firms and specialist industry media, reflecting a shift away from early technology optimism toward execution risk, policy design, and investor confidence.


In the US, what faltered was not the concept of hydrogen itself, but the funding architecture supporting large-scale deployment. As reported by Hayley Smith (Journalist for Los Angeles Times), the Trump administration announced plans to cut $8 billion in climate funding for projects in Democratic-led states, including California’s hydrogen hub. ARCHES had been provisionally allocated $1.2 billion under the federal hydrogen hubs programme, only for support to be pulled back mid-course. The episode reinforced growing caution around hub-led models in mature markets, where hydrogen progress remains tightly coupled to federal budget cycles and political continuity.
