Mentions of data centre investment and operational strategies rose to 329 in Q2, up from 237 in Q1, highlighting both the rapid acceleration of demand and the increasing role of leadership in shaping outcomes.
In Europe, standards drive innovation. The continent continues to enforce strict energy efficiency and renewable integration standards. Germany’s Energy Efficiency Act requires new facilities to achieve PUE ≤1.2 and increase energy reuse progressively, while older centres must meet targets by 2027–2030. These policies are redirecting investment to second-tier hubs like Madrid, Milan, and Oslo, where grid capacity and permitting are more favourable. As Joanna Chamberlain (Head of Environment & Energy Department, Cambridge University) explains, “Efficiency compliance is now as critical as scale. Smart design and policy alignment are what separate successful centres from the rest.”
